The United States Department of Agriculture (USDA) has already approved the ability of the Virginia Department of Social Services to replace stolen EBT.
USDA Approved Replacement of Stolen SNAP Benefits in Virginia
The Supplemental Nutrition Assistance Program (SNAP) benefits have helped millions of Americans across the country to meet their daily needs and purchase nutritious products. The program even became more significant during the pandemic and increasing inflation rate.
In a published article in News on the Neck, the USDA has approved recently the ability of the Virginia Department of Social Services (VDSS) to replace stolen SNAP benefits. The department can now use federal funding to replace the stolen EBT between October 1, 2023 to September 30, 2024.

How to Get Replacement of Stolen EBT?
According to an article published in WYDAILY, the VDSS advised those who believed are qualified for the replacement program to change their PIN immediately and report the stolen benefits to the EBT Helpdesk at 1-866-281-2448.
Furthermore, they also need to visit https://www.dss.virginia.gov/benefit/EBTScam/apply.cgi and download the form. They need to explain how the benefits were stolen and the amount that needs to be replaced. The VDSS also added that SNAP recipients who want to claim replacement need to report 30 days after the finding that their EBT was stolen.
