A Florida man was charged and arrested after he lured a minor with a mental handicap into a sexual contract.
Florida Man Lured a Minor With Mental Handicap
Florida man identified as James Peter Houllis, 56 years old, lured a minor with a mental handicap into a sexual contract. Houllis made contact with the minor through a social media dating platform that involves sex services and other sexual types of things.
In a published article in FOX News, the Hernando County Sheriff’s Office received a call on July 10 from the Charlotte County Sheriff’s Office about the possible location of a teen who runaway from their home. Officers were immediately deployed to the area.
When officers arrived, they found the Florida man together with the minor with a mental handicap and another adult woman. At first, the officers were not under the impression that the minor and adult woman were not victims of human trafficking.

Sex Contract Between the Florida Man and the Minor With Mental Handicap
According to a published report in PIPA News, investigations revealed that the Florida man lured the minor with a mental handicap to sign a contract. It was found that Houllis convinced the minor to agree to a “dominant-submissive” contract and there was a part in the contract that states the Florida man will provide food, drinks and the utilities associated with the home in exchange for sex.
Hernando County Sheriff’s Office Sheriff Al Nienhuis said, “Hard to believe, but that’s what the documents said,” He also added that the content of the contract also included graphic details on the expected sexual acts.
