Mark Dial started shooting at Eddie Irizarry’s car on Monday. Initially, police said that Irizarry got out of his car.
In Kensington on Monday, a 27-year-old man shot by Officer [Dial] is dead. Police Identified Mark Dial as the perpetrator of the mentioned crime.
When police first said Irizarry (the man shot by Officer Dial) had been shot outside of his car and that he had lunged at them with a knife, the circumstances of the incident caused confusion this week. When more information, including body-worn camera footage, revealed that officers had fired into Irizarry’s stopped car while he was in the front seat, officers Commissioner Danielle Outlaw later altered the account.
Police officer Mark Dial, who has been with the agency for five years, was identified as the one who shot Irizarry on Thursday. As police investigate internally to see if Dial’s use of lethal force adhered to policy, he has been placed on restricted duty.
At about 12:30 p.m. Irizarry, the man shot by Officer Dial, was driving his automobile recklessly on Monday when Dial and his partner saw him in their police cruiser near B Street and Erie Avenue, according to the police.
Investigators said that Dial’s companion pursued the Toyota Corolla until Irizarry turned around and parked his vehicle in the 100 block of East Willard Street.
According to authorities, Dial repeatedly fired shots into the car. After the man shot by officer Dial was being transferred to Temple University Hospital, he passed away shortly after.

The man shot by Officer Dial had two knives in the car, which was later discovered. It’s still unknown if Irizarry was holding a knife when the shooting occurred.
Police have been questioned by Irizarry’s family, and they have been urged to make the shooting’s body camera footage public. Irizarry’s vigil was conducted by the family on Wednesday night. The mon shot by Officer Dial had schizophrenia, they informed 6ABC, and did not speak much English.

Irizarry’s aunt, Zoraida Garcia said, that the narrative is evolving and will continue to do so. They’ll continue to alter it. But we’re going to investigate this further. We’re going to demonstrate their error.
